PPWR Producer Registers: EU vs National Rules
EU packaging rules and a national producer register are different parts of the system. A common legal framework does not turn one country’s registration into proof of registration in every other EU market.
Harmonisation does not erase national systems
The Commission distinguishes existing national registration obligations from the development of harmonised registration and reporting rules. Keep checking the countries where your packaging becomes waste. Do not wait for a single future “EU number” on the assumption that existing duties have disappeared.
The register and the compliance scheme have different jobs
A register identifies the producer and the relevant registration. A compliance scheme organises the responsibilities agreed through its route. In Belgium, Fost Plus describes collective producer registration for its members. Confirm which parts of your file are handled through the scheme and obtain evidence of the outcome.
Review changes without creating duplicate records
Use the same legal-entity record across your registration file, scheme documents and mandates. When the entity, brands, packaging or sales route changes, ask whether the existing registration needs updating. ZSVR specifically warns against accidental duplicate LUCID registrations and describes recovery of existing access.
Keep a country register map
For each destination, note the authority or register, stream, responsible entity, filing route, status, evidence and next review trigger. Keep “being assessed”, “submitted” and “confirmed” as different statuses. For an unavailable portal or inconsistent guidance, seek current written instructions instead of presenting a cached search result as a functioning registration service.
