Germany Packaging EPR: LUCID & AR Rules

Plan German packaging compliance using current ZSVR guidance. Distinguish the producer assessment, LUCID registration, system participation and any authorised representative instead of treating them as a single application.

Start with the packaging and sales route

ZSVR’s current online-retailer guidance distinguishes several shipment-packaging situations, including direct shipments to German end users from abroad. It also distinguishes producer duties from manufacturer conformity duties. Record the packaging source, branding, assembly, changes and destination before selecting the relevant scenario.

Registration is separate from representation

For the foreign direct-shipment case described in its guidance, ZSVR requires a German EPR representative but excludes LUCID registration from the duties that representative assumes. Do not promise that a representative can replace every producer action. Write down who performs each step and check the current instructions for the assessed company.

Check an existing LUCID record before creating another

ZSVR says registration is free and generally allows one registration per company. Check the existing legal entity, access details, packaging information and brands before starting again. A registration confirmation does not itself establish that all system-participation and reporting work has been completed.

Keep Germany and Belgium on the same plan, in separate rows

Use a country-by-country table with the assessed entity, registration evidence, scheme or system contracts, mandates, reporting periods and responsible contact. BelComply supports all 27 EU member states with Belgium as its core market. Ask for a specific scope for each destination rather than assuming that a German record covers Belgium.
