EU EPR for US Sellers: Belgium & PPWR Guide
A US seller should assess packaging EPR for each EU destination, rather than assume that a US company registration, a VAT number or an Amazon account settles the question. Start with who sells the goods, who receives them and where the packaging becomes waste.
Map three sales routes before requesting registration
Describe direct website sales to Belgian consumers, marketplace orders fulfilled from stock, and wholesale supplies to an EU business separately. Record the legal seller and buyer for each route. For fulfilment orders, list the product packaging supplied with your goods and any additional shipping materials separately. These facts form the assessment; a warehouse location alone is not a complete answer.
Build a Belgian packaging worksheet
For each SKU, record the carton, film, label and protective components, their material and their weight in grams. Keep units sold into Belgium separate from sales to other countries. As an internal calculation, 1,000 Belgian orders using one 80 g cardboard carton each correspond to 80 kg of carton material. Add the other components separately. This arithmetic is a preparation example, not a fee quote or a legal exemption test.
Belgium: distinguish household and industrial packaging
Fost Plus describes annual declarations for members’ household packaging and identifies Fost Plus and Valipac as the household and industrial routes respectively. Before selecting a route, confirm the responsible entity and classify the packaging. Keep scheme membership evidence, registration evidence and any marketplace request as separate records rather than treating every identifier as interchangeable.
Review the PPWR mandate separately from GPSR
Confirm any EPR representative requirement against the producer profile and destination-country rules, and ask for a written scope. The Commission’s small-business guidance distinguishes existing national registration from the new harmonised-register process. A general PPWR date does not establish that a specific marketplace has requested a specific number.
